Refer to their AGM agenda, they seek approval from share holder for share buy back + there's is an attachment regarding share buy back scheme...check out their announcement...

Take a look at FSL Trust's recent price movement, if u wish to see how share buy back impacts share price. Of coz, management has to execute its mandate and not just sit on it and do nothing. I believe cnmc has the financial muscle to do it.
